I have a list that I want to filter based on a range of DEC so that I can identify a subset for observing by changing the observed status to "not yet observed". I can sort the list by DEC, but cannot find a way to click select the group I want either.

Normally, the status feature is used to keep track of what you've already observed, rather than what you plan to observe. The built-in filters aim to help you select objects that are ideal for observing on a particular night.

As for selecting a group of entries, you can use the multiple selection column (the one with the red check mark). Here's how:
Left-click in the column next to the first entry you want to select.
Scroll down to the last entry in your desired group.
While holding down the Shift key, left-click again next to the last entry.
This will select all the entries between the first and last one you clicked on.

I'm going to Chile. May have 2-4 nights of observing. I have a list of Southern Hemisphere objects (BAMBOS 600). Given that my home turf is DEC +30 and I can see down to say -50 from here, I want to filter the list to the range -50 to -90.

Well, first let me say that I am very jealous! And thanks for telling me what you are actually doing, as that really helps me make suggestions.
Here is what I would do: create an observing location for Chile. If you don't know the exact location, that's ok. A very approximate location is fine. Now that you have the location selected, set that location in the Nightly Planner. If you know what telescopes or other instruments you may be using set those up too. They can also be generic or approximate.
This will allow you to use the full range of tools available for planning without any crude kludges. Have fun!
