I'm not really sure what to do except to explain the process in detail and make some suggestions.
I suggest making it work in ST4 Visual first, and then repeat the exact process in ST4 Imaging. They are more or less identical in all ways except one is done via the Nightly Planner and the other via the Target Selection tool. They both even use the exact same code.
The procedure to share lists between instances of SkyTools, even between Visual and Imaging, is to use a .stx file. No other file types are appropriate.

Using SkyTools Visual, if you create a .stx file and can't see it, the only variable is the path you are saving/reading the files from.
